Requires the governor's coordinator on homelessness, in conjunction with the Hawaii interagency council on homelessness, to develop regional coordination plans for Honolulu, Hawaii, Kauai, and Maui counties.

Each county plan must identify specific regions, establish goals and objectives for each region, and include strategies to address unmet homelessness needs.

County coordinators must consider both the concerns of communities impacted by homelessness and the needs of the homeless population when developing plans.

Mandates the governor's coordinator to submit annual reports to the legislature on the status of county plans no less than twenty days before each regular legislative session beginning in 2022.

Effective date: July 1, 2060.
