Amends Section 201H-191.5 of Hawaii Revised Statutes to authorize the Hawaii Housing Finance and Development Corporation to assess costs of regional infrastructure improvements against transit-oriented development projects that specially benefit from those improvements.

Establishes that assessments create statutory liens against assessed properties with priority over all liens except property taxes, with earlier assessment liens taking priority over later liens.

Allows the corporation to use multiple assessment methods including frontage-based assessments, area-based assessments, or other methods reflecting special benefits conferred, with rules to be adopted under Chapter 91.

Exempts projects within the stadium development district from assessments made under this section.

Requires the Hawaii Interagency Council for Transit-Oriented Development to review and make recommendations on applications for subaccount funds for infrastructure projects related to transit-oriented development.
