Authorizes the governor to negotiate land exchanges where the State acquires privately-owned lands suitable for long-term diversified agricultural production in exchange for state lands developed for affordable, workforce, and other housing.

Allows the governor to reclassify and rezone state lands within one-half mile of rail transit stations (in counties with population over 500,000) and expedite their transfer to private parties for housing and mixed-use development.

Exempts private housing development on transferred state lands from state and county procurement requirements, impact fees, and other exactions, while requiring compliance with all health, safety, and building permit requirements.

Requires the governor to submit annual reports to the legislature by twenty days prior to each regular session detailing negotiated exchanges, feasible land parcels, market values, and any necessary appropriations or legislative actions.

Grants the legislature authority to convene a special session to consider and provide final approval for any proposed land exchanges.

Effective date: July 1, 2050.
