Requires state departments to submit annual non-general fund reports to both the legislature and the auditor no later than 20 days before each regular session.

Departments must include in their annual reports the status of implementing any auditor recommendations and provide detailed reasons if recommendations have not been implemented.

The auditor's annual report to the legislature on special, revolving, and trust funds must identify any recommendations from earlier auditor reports that have not been implemented.

Adds new reporting requirement for departments to detail the status of implementing auditor recommendations within the previous five years concerning non-general funds.

Takes effect July 1, 2021.
