Authorizes qualifying patients and qualifying out-of-state patients to transport cannabis between islands of Hawaii for personal medical use.

Allows interisland transportation of cannabis by production centers and retail dispensing locations to certified laboratories for laboratory testing purposes only.

Permits patients to transport up to one gram of cannabis per test to certified laboratories if they obtain and carry confirmation of an appointment including the specific time, date, and product description.

Prohibits interisland transportation of cannabis between patients, caregivers, and other entities or individuals, including other patients or caregivers.

Effective date: May 6, 2137.
