Adds definitions for "computer science," "computer science content," and "computer science courses" to Hawaii Revised Statutes Section 302A-101.

Requires public elementary and middle schools to offer computer science courses or content, with implementation in phases: at least one school per complex area by 2022-2023, 50% of schools by 2023-2024, and all schools by 2024-2025.

Requires public charter schools serving elementary through high school students to offer computer science courses or content at a frequency allowing students to enroll at least once at each school level, beginning with the 2024-2025 school year.

Mandates annual reporting by June 30 starting in 2022, including course offerings, student enrollment disaggregated by gender, race/ethnicity, special education status, English language learner status, and lunch program eligibility, plus instructor demographics and certifications.

Defines "offer" to include instruction taught in English or Hawaiian by a teacher physically located at the school or providing virtual instruction with an on-site proctor; takes effect July 1, 2021.
