Requires the Hawaii State Energy Office to develop a strategic plan identifying strategies to achieve a resilient, clean energy, decarbonized economy by 2045, in fulfillment of Hawaii's zero emissions clean economy target under HRS section 225P-5.

Strategic plan must include quantitatively and qualitatively measurable benchmarks and metrics to track progress toward the zero emissions goal, and must consider lifecycle emissions from out-of-state transportation and supply chains.

Hawaii State Energy Office must submit the strategic plan, proposed strategies, benchmarks, metrics, and any proposed legislation to the legislature no later than twenty days before the 2023 regular session convenes.

Requires the Hawaii Natural Energy Institute to conduct a feasibility study of the strategic plan and analyze cost savings and benefits achieved to ratepayers from existing energy goals under HRS sections 269-92 (renewable portfolio standard) and 269-96 (energy-efficiency portfolio standards).

Hawaii Natural Energy Institute must submit feasibility study findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the regular sessions of 2023, 2028, 2033, 2038, 2043, and 2048.
