Expands liability protections for good-faith food donors to include donations of food that has exceeded labeled shelf life dates and farm produce, provided the donor reasonably believes the food is fit for human consumption.

Protects donors from civil and criminal liability for injuries or illnesses resulting from donated food, except in cases of gross negligence or wanton acts or omissions.

Defines "donor" broadly to include individuals, food vendors, manufacturers, distributors, grocery stores, charitable organizations, and government agencies that donate prepared and packaged food meeting food safety guidelines.

Defines "farm produce" to include agricultural, horticultural, and vegetable produce but excludes poultry, livestock, aquaculture products, and timber.

Amends Hawaii Revised Statutes section 663-10.6 to extend charitable donation liability exemptions to donors of goods and services, not limited to food donations.
