Requires the Department of Education's existing FAFSA working group to create a state plan making FAFSA completion or an opt-out waiver a statewide graduation requirement by the 2023-2024 school year.

Expands the working group to include non-profit sector members, high school counselors, and public charter school representatives to provide broader perspective.

Directs the working group to consider implementation resources, pilot programs by complex area or island, family privacy protections for undocumented families, and hardship-based opt-out waivers.

Requires the working group to submit findings, recommendations, and any proposed legislation to the legislature, superintendent of education, and complex area superintendents no later than twenty days before the 2022 legislative session.

Working group members receive expense reimbursement but no compensation; Department of Education must post all meeting minutes publicly on its website.
