Establishes a state government realignment commission with seven members (three appointed by the governor, two by the senate president, two by the house speaker) to review state executive branch departments, divisions, and agencies.

Commission members shall be appointed and confirmed by July 1, 2022, and new members every ten years thereafter; commission dissolves after submitting findings and recommendations to the legislature.

Commission shall conduct systematic review using standards of equity, efficiency, and modernization to consolidate, expand, or reassign services; findings and recommendations must be submitted 30 days prior to the second regular legislative session after appointments.

Appropriates funds from the American Rescue Plan Act for broadband infrastructure including high-speed connections, endpoint devices, technical support, and network management, with priority given to rural and underserved communities, state public housing, and Title I school areas.

Appropriates additional American Rescue Plan Act funds for broadband infrastructure in state buildings and libraries, and for extending fiber and enhancing classroom connectivity in all department of education buildings.

Requires the department of accounting and general services and department of transportation to submit annual reports by December 1 on broadband procurement status, delivery sites, households served, and future funding needs.
