• Establishes statewide regulation of transportation network companies, requiring permits from the Department of Transportation with an annual fee of up to $25,000.

• Sets requirements for transportation network company drivers including background checks, driving history reviews, minimum age of 19, valid license and insurance, and disqualification for certain moving violations and felonies.

• Mandates transparent fare displays before rides are confirmed, electronic receipts after rides, and driver/vehicle identification during prearranged rides.

• Requires non-discrimination policies based on destination, race, color, national origin, religion, sex, disability, age, sexual orientation, or gender identity, and accommodation for service animals.

• Makes permanent the motor vehicle insurance requirements for transportation network companies established under Act 236, Session Laws of Hawaii 2016, by repealing its September 1, 2021 sunset date.
