Establishes a "Hawaii Made" program for manufactured products under the oversight of the Department of Business, Economic Development, and Tourism, which shall hold ownership of the "Hawaii Made" trademark.

Department responsibilities include promoting consumer demand for "Hawaii Made" products, coordinating manufacturing and distribution channels, ensuring patent and copyright protections, and identifying funding opportunities for program expansion.

Prohibits any person from selling, displaying, or advertising items as "Hawaii Made" unless manufactured, assembled, fabricated, or produced in Hawaii with at least 51 percent of wholesale value added through Hawaii-based manufacturing, assembly, fabrication, production, goods, services, or intellectual property.

Appropriates $150,000 in federal funds from the American Rescue Plan Act of 2021 for fiscal year 2021-2022 to the Department of Business, Economic Development, and Tourism for oversight, administration, and promotion of the "Hawaii Made" program.

Effective upon approval.
