• Appropriates funds for fiscal years 2021-2022 and 2022-2023 for COVID-19 response activities including airport screening, National Guard activation, testing, contact tracing, vaccination logistics, and public health surge staffing across multiple state departments.

• Exempts travelers from post-arrival mandatory quarantine if they have a negative COVID-19 test result from a state-approved test taken within 72 hours before departure; provides alternative rapid testing upon arrival for those without pre-departure results.

• Allows the Governor to establish additional statewide conditions for automatic quarantine exemptions based on Department of Health recommendations.

• Requires any person without a negative pre-arrival test to pay all costs associated with mandatory quarantine including transport, lodging, food, and medical care.

• Repeals the quarantine requirements on December 31, 2021, or upon termination of the State's emergency order for COVID-19, whichever occurs first; requires federal reimbursement for COVID-19 projects to be deposited into the general fund.
