Appropriates federal Elementary and Secondary School Emergency Relief (ESSER) funds from the CARES Act (P.L. 116-136) and CRRSAA (P.L. 116-260) to the Department of Education for fiscal years 2020-2021, 2021-2022, and 2022-2023, with $104,175,932 designated for fiscal years 2021-2022 and 2022-2023.

Restricts appropriated funds exclusively for salaries and wages of school-level personnel subject to collective bargaining agreements under Hawaii Revised Statutes chapter 89, to offset any proposed layoffs, furloughs, or pay reductions.

Requires the Board of Education and Superintendent to certify in writing their agreement to the conditions and restrictions before funds may be released or expended.

Exempts appropriated funds from Hawaii Revised Statutes section 37-41.5 and prohibits lapses through fiscal year 2022-2023, with all unencumbered funds lapsing on June 30, 2023.

Sets effective date as July 1, 2050.
