Amends Hawaii Constitution Article IX, Section 6 to require the State and its political subdivisions to plan for production of enough housing to meet demand when managing population growth.

Modifies the constitutional language to include housing production planning as part of population growth management while maintaining public health and welfare protection objectives.

Allows political subdivisions to continue planning and managing population growth in a more restrictive manner than the State, as provided by general law.

Requires the State and political subdivisions to strive to ensure housing production is sufficient to meet planned demand.

Amendment becomes effective on July 1, 2050, and requires voter approval through ballot measure asking whether the State should be required to plan for enough housing production to meet demand.
