Creates a new offense prohibiting possession of a loaded firearm while intoxicated, codified in Chapter 134 of Hawaii Revised Statutes.

Defines intoxication as: having .08 or more grams of alcohol per 210 liters of breath, having .08 or more grams of alcohol per 100 milliliters of blood, or being under the influence of alcohol in an amount that impairs normal mental faculties or ability to operate a firearm safely.

Loaded firearm possession restriction applies only when the person is outside their dwelling, and does not apply within the person's home.

Violation of this offense constitutes a petty misdemeanor.

Takes effect July 1, 2021.
