Requires the department of transportation to facilitate voluntary purchase of verified carbon offsets by persons traveling by air to or from airports in Hawaii.

Department must receive requests from air travelers, use reasonable efforts to connect them with carbon offset providers, and maintain a list of entities offering verified offsets for passenger air travel.

Department shall place information and interactive online purchasing capability on its website and encourage airlines to link to the department's carbon offset webpage.

Defines "verified" carbon offsets as reductions in greenhouse gases determined to be real, permanent, and unlikely to occur without an offset program through independent third-party validation.

Effective date: January 1, 2051.
