Amends Hawaii Revised Statutes Section 711-1110.9 to add creation and disclosure of non-consensual deep fake images or videos to the crime of violation of privacy in the first degree.

Makes it illegal to intentionally create, disclose, or threaten to disclose a composite fictitious image or video that includes recognizable physical characteristics of a known person depicted nude or engaged in sexual conduct, with intent to harm the person's health, safety, business, career, education, finances, reputation, or relationships, or as revenge or retribution.

Maintains existing exemptions for images made when the person was voluntarily nude in public or voluntarily engaging in sexual conduct in public, or pursuant to a voluntary commercial transaction.

Applies an exemption to paragraph (1)(c) only, preserving the existing exemptions for other provisions of the violation of privacy statute.

Violation of privacy in the first degree remains a class C felony; takes effect upon approval.
