Amends Hawaii Revised Statutes Section 264-6 to add requirements for public utilities seeking permits to disturb state highway rights-of-way.

Public utilities must consider traffic and transportation disruption as a criterion when planning ongoing maintenance, new installations, and future maintenance projects.

Public utilities must prioritize maintenance and upkeep of infrastructure in areas with heavy traffic to minimize transportation disruptions.

Director of Transportation shall coordinate all projects authorized under this section to minimize traffic congestion to the fullest extent possible.

Takes effect July 1, 2050.
