Requires all state departments and agencies collecting receipts from public land trust dispositions to transfer 20% of each receipt to the Office of Hawaiian Affairs each fiscal quarter, beginning in fiscal year 2021-2022.

Establishes a minimum quarterly payment amount to the Office of Hawaiian Affairs (amount left blank in bill text) and requires the director of finance to transfer any shortfalls within 10 days of discovery.

Returns to the Office of Hawaiian Affairs all moneys previously transferred to a state holding account as claimed "overpayments" for fiscal years 2012-2013 through 2020-2021, with a contingency amount retained (amount left blank).

Establishes a public land trust revenues negotiating committee consisting of the senate president, house speaker, governor, and OHA chairperson (or designees), exempt from open meetings requirements, to develop recommendations for resolving the amount of annual public land trust income and proceeds owed to OHA.

Committee must submit status report by 20 days before the 2022 legislative session and final recommendations by 20 days before the 2023 legislative session.
