Requires each county in Hawaii to prepare a comprehensive housing supply plan identifying and analyzing existing and projected housing needs for all income levels.

Housing supply plan must include assessment of housing needs, inventory of land suitable for residential development, analysis of governmental and non-governmental constraints on housing development, and strategies to remove those constraints.

Plan must identify the maximum number of housing units by income level that can be constructed, rehabilitated, and conserved over a five-year period, and define appropriate housing demand including a jobs-to-residents ratio.

Each county must submit its housing supply plan to the legislature no later than twenty days prior to the convening of the regular session of 2022, and incorporate the plan into the respective county's general plan.

Appropriates $2,000,000 in general revenues for fiscal year 2021-2022, distributed equally at $500,000 to each of the four counties (Hawaii, Maui, Kauai, and Honolulu) to conduct the required studies.
