Requires the Director of Finance to conduct compliance reviews of all state departments, offices, agencies, and political subdivisions following each legislative biennium.

Compliance reviews must assess the degree to which each entity's programs and expenditures comply with statutory requirements enacted by the immediately preceding legislature.

Director of Finance must submit a compliance review report to the legislature no later than twenty days before the regular session convenes in odd-numbered years.

Reports must include findings relative to expenditures and financial transactions of all state entities, with certified copies sent to the Governor and made available for public inspection.
