Raises the minimum dollar threshold for comptroller preaudit requirements from $10,000 to $100,000 for executive branch payments (excluding University of Hawaii and Department of Education)

Allows the comptroller to discretionarily preaudit proposed payments under $100,000, rather than requiring preaudit of all payments at or above the threshold

Maintains existing preaudit requirements for University of Hawaii and Department of Education at $10,000 threshold, with sampling requirements for payments below $10,000

Takes effect July 1, 2021, and automatically repeals July 1, 2024, with prior law reinstated upon sunset
