Increases the maximum loan amount that the Chairperson of the Board of Agriculture can approve for agricultural and aquacultural loans from $25,000 to $50,000 of state funds.

Amends Section 155-4, Hawaii Revised Statutes, to raise the delegation authority threshold for the department chairperson's loan approval power.

Amends Section 219-5, Hawaii Revised Statutes, to apply the same $50,000 maximum to aquaculture loan approvals.

Applies to loans where the requested amount plus any existing principal balance on loans to the applicant does not exceed $50,000.

Takes effect upon approval.
