Establishes a new criminal offense of sexual assault of an animal in Hawaii Revised Statutes Chapter 711, prohibiting knowingly subjecting an animal to sexual contact, possessing animals for that purpose, organizing such acts, or creating/distributing pornographic material depicting such conduct.

Classifies the offense as a misdemeanor for the first offense and a class C felony for subsequent offenses; elevates to a class B felony if the offense involved a minor or occurred in a minor's presence.

Requires convicted individuals to surrender animals, reimburse care costs, attend treatment programs, make restitution to animal owners, and prohibits them from owning animals or working with animals for at least five years.

Exempts veterinary medicine, artificial insemination for procreation, animal husbandry, conformation judging, and customary animal care from the prohibition.

Amends Hawaii Revised Statutes Section 706-606.4 to include sexual assault of an animal as an offense that qualifies for enhanced penalties when committed in the presence of a minor.
