Prohibits manufacturers from importing for profit, selling, or offering for sale cosmetics in Hawaii if animal testing was conducted on or after January 1, 2022, in a cruel manner as defined in section 711-1108.5(1)(a)

Establishes penalties of $5,000 fine plus $1,000 per day for each day the violation continues, enforced by county prosecuting attorneys

Allows prosecuting attorneys to require cosmetic manufacturers to disclose testing data and protects such disclosures as confidential business information

Exempts cosmetics and ingredients tested on animals before January 1, 2022; testing required by federal or state regulatory authorities; testing for non-cosmetic purposes; and testing conducted to comply with foreign regulatory requirements where results were not used to support safety claims in Hawaii

Becomes effective January 1, 2022
