Department of Health's clean water branch must continue testing water quality during brown water advisories as practicable, provided hazardous conditions have subsided before sample collection begins.

Department of Health must issue health advisories during brown water events that explain health risks associated with water runoff and make proactive efforts to communicate these advisories to the public.

Department of Health must consider environmental justice issues when assessing beach usage and public health risks in ranking beaches for inclusion in Hawaii's beach monitoring program.

Department of Health shall adopt or amend administrative rules as necessary to implement these requirements in accordance with Hawaii Revised Statutes chapter 91.

Appropriation of unspecified funds from general revenues for fiscal years 2021-2022 and 2022-2023 for full-time equivalent positions to carry out this Act, effective July 1, 2050.
