Prohibits state agencies from using state funds to purchase beverages in plastic bottles or rigid plastic containers, with limited exceptions.

Exceptions to the prohibition include public health emergencies, situations with contaminated water risks, licensed blind vendor program purchases, wildland firefighter water purchases by the Department of Land and Natural Resources, and circumstances with no reasonable alternatives such as large public events.

Defines "state agency" as any department, division, agency, office, board, commission, bureau, or council of the State.

Defines "state funds" as money from the state treasury, special funds, revolving funds, trust funds, and any appropriated money transferred to state agencies for purchasing goods or services.

Takes effect upon approval.
