Waives the requirement to obtain a section 401 federal Clean Water Act certification for applicants in the Department of Land and Natural Resources' small-scale beach restoration program who have received notice of authorization to proceed from the office of conservation and coastal lands.

Addresses Hawaii's beach erosion crisis, with 70% of Hawaii's beaches eroding and more than 13 miles of beach lost to erosion and coastal armoring over the past century.

Streamlines the permitting process for beach restoration and sediment management projects that use clean carbonate sand from nearshore deposits or relocate existing native sand as alternatives to shoreline armoring.

Amends section 342D-6 of the Hawaii Revised Statutes to add new subsection (i) establishing the waiver for water quality certification under the Clean Water Act.

Takes effect upon approval and maintains that the waiver is not intended to limit or impede state environmental controls on water pollution.
