Amends Hawaii Revised Statutes sections 571-52, 571-52.2, and 576E-16 to include tips or gratuities paid directly to an individual by a customer and reported or declared to the employer in the definition of "income" subject to withholding for child and spousal support payments.

Applies the expanded income definition to income withholding orders for child support (section 571-52), child support enforcement (section 571-52.2), and spousal support (section 576E-16).

Limits the inclusion of tips to those "reported or declared to the employer, to the extent permitted under relevant federal law," ensuring compliance with federal tax regulations.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date.
