• Appropriates funds to the Hawaii Judiciary for the fiscal biennium July 1, 2021 through June 30, 2023, including operating budgets for the Courts of Appeal, five circuit courts, Judicial Selection Commission, and Administration.

• Authorizes $40,621,000 in general obligation bond funding for nine capital improvement projects statewide, including facility upgrades, repairs, and security improvements at courthouse buildings on Oahu, Maui, and Kauai.

• Permits the chief justice to transfer funds and positions between judicial programs as needed, secure federal or private funds, and make supplemental allotments from a project adjustment fund if capital project allocations prove insufficient.

• Allows capital improvement project appropriations to carry forward beyond fiscal year end, with all unencumbered appropriations lapsing on June 30, 2024.
