Adds new section to Hawaii Revised Statutes Chapter 706 allowing persons to apply to court for expungement of records for certain offenses substantially related to homeless status.

Permits expungement for offenses under HRS §708-814.7, §711-1105, misdemeanors substantially related to homelessness, and non-felony offenses not involving bodily harm where conduct was substantially related to homeless status.

Court shall grant expungement order if applicant has satisfied judgment requirements (except outstanding fines and fees) and expressed willingness to seek financial or mental health counseling if applicable; court must waive outstanding fines and fees.

Expungement order restores person to pre-arrest legal status and protects them from perjury charges for failing to disclose the expunged offense in response to inquiries.

Establishes standardized application form for expungement requests requiring applicant information and attestation that conduct was substantially related to homeless status at time of offense.
