Amends Section 11-410(b) of Hawaii Revised Statutes to deem rights waived if a preliminary determination of probable cause is rendered during a public meeting and the person fails to request a contested case hearing within 30 days of receipt.

Modifies Section 11-410(d) to allow the Campaign Spending Commission to file its orders in first circuit court to have them confirmed as judgments with the same force and effect as other circuit court judgments.

Provides that judgments confirmed under this process shall have no appeal rights available.

Maintains the commission's existing authority to initiate contempt proceedings for non-compliance with orders.

Takes effect upon approval.
