HI SB401

Increases the maximum fine for noncandidate committees that make only independent expenditures and have received contributions of more than $10,000 or spent more than $10,000 in an election period from $1,000 to $5,000 per occurrence.

Allows the campaign spending commission to order that fines assessed against noncandidate committees be paid from the personal funds of the committee's officers, in addition to or instead of committee funds.

Changes fine structure to permit assessment of up to three times the amount of an unlawful contribution or expenditure for both individual violators and qualifying noncandidate committees.

Removes reference to section 281-22 from the commission's authority to assess fines for campaign finance law violations.

Takes effect on July 1, 2112.
