Lowers the monetary threshold for disclosing electioneering communications from $2,000 to $1,000 in aggregate expenditures during any calendar year.

Eliminates the requirement that persons making electioneering communications must file disclosures on the date of any subsequent expenditures after the initial disclosure date.

Expands the definition of electioneering communications to include advertisements sent by mail at any postal rate, removing the previous "bulk rate" limitation.

Exempts communications that constitute actual expenditures by an organization from being classified as electioneering communications requiring disclosure.

Excludes candidates and candidate committees from the electioneering communications disclosure requirements and applies the changes beginning with the 2022 primary election.
