Clarifies that the Campaign Spending Commission may employ or contract with persons, without regard to state civil service chapters, to perform day-to-day functions of the commission, including a full-time executive director.

Authorizes commission staff and contractors to perform day-to-day functions of the commission without requiring further commission action or approval.

Requires complaints initiated by campaign spending commission staff to be in writing and signed by the executive director of the commission.

Becomes effective July 1, 2112.
