Amends Section 706-606.5, Hawaii Revised Statutes, to add abuse of a family or household member (Section 709-906(8) and (9)) to the list of felonies qualifying for mandatory minimum repeat offender sentencing.

Applies to persons convicted of these offenses who have prior convictions for murder, class A or B felonies, specified class C felonies, or any out-of-state felony conviction.

Requires mandatory minimum periods of imprisonment without possibility of parole for repeat offenders convicted of the qualifying abuse offenses.

Takes effect on July 1, 2060.

Does not affect rights, duties, penalties, or proceedings that began before the effective date.
