Creates a state housing coordinator position appointed by the governor, administratively attached to the Hawaii Housing Finance and Development Corporation, exempt from civil service requirements.

Establishes a housing opportunity working group comprising state agency representatives that must meet at least monthly to coordinate resources and submit annual reports to the governor and legislature.

Directs the housing coordinator to develop and implement policies addressing Hawaii's housing shortage, including analysis of affordable housing programs, regulatory barriers, use of public lands, and innovative housing solutions.

Appropriates $200,000 for fiscal years 2021-2022 and 2022-2023 to fund the housing coordinator position as a full-time equivalent role.

Takes effect July 1, 2021.
