Requires both the transferor (or their representative) and transferee to appear in person at the county motor vehicle department to execute vehicle title transfers, unless either party is a licensed dealer or the vehicle is being transferred as salvage.

Allows a transferor who cannot appear in person to complete and sign the certificate of ownership before a notary public, with the notarized document then presented by the transferee and transferor's representative at the motor vehicle department.

Shifts the $50 non-compliance fee from the transferee to the transferor for failure to comply with transfer procedures within 30 days of the notice of transfer date.

Eliminates the requirement for non-dealer transferors to provide notice to the director of finance within ten days of transferring a vehicle (previously enforced with a maximum $100 fine).

Takes effect on January 1, 2050.
