Allows county directors of finance to require payment of outstanding charges for towing, removal, or disposal of abandoned or derelict vehicles as a condition for vehicle registration renewal or transfer.

Exempts registered owners from paying outstanding charges if the vehicle was stolen or taken without permission and a police report documenting the theft was filed prior to charges being issued.

Amends HRS Section 286-51 to add outstanding vehicle towing and disposal charges to the list of conditions that can be required before registration renewal, alongside unpaid traffic citations and bail.

Amends HRS Section 286-52 to apply the same outstanding charge requirement to vehicle ownership transfers.

Effective date: July 1, 2021.
