Permits boards to conduct meetings using interactive conference technology, with board members able to participate from non-public locations without requiring public access to those locations.

Requires board members to be visible and audible during public meetings, presiding officers to announce participating members' names at the start of meetings, and non-unanimous votes to be conducted by roll call.

Mandates boards provide at least one public meeting location and inform the public how to remotely view meetings and provide testimony through Internet streaming, telephone, or other electronic means.

Removes the requirement that meetings be terminated when audio communication fails with all locations, allowing meetings to recess for up to one hour when practicable instead.

Authorizes boards to require in-person attendees to provide names and contact information for contact tracing, and comply with safety measures like facial coverings or distancing, when a governor has declared a state of emergency for contagious illness.
