Adds a new exception to Hawaii's public agency meetings law allowing boards to hold closed meetings to discuss witness and victim statements obtained during investigations into officer or employee misconduct, even if the employee requests an open meeting.

Clarifies that witness and victim privacy protections apply notwithstanding an employee's right to request an open meeting under existing law.

Renumbers existing exceptions to closed meeting provisions from (3) through (8) to (4) through (9) to accommodate the new exception.

Takes effect on July 1, 2021.
