Requires school gardens to prioritize the growing of edible and native Hawaiian plants.

Authorizes the Hawaii Community Development Authority to develop programs providing incentives for establishing gardens in housing projects, communities, and schools.

Specifies that gardening programs should incorporate best practices including vertical gardening, aquaponics, and community gardening.

Takes effect on July 1, 2050.
