Requires the State Auditor to conduct a program audit of the Board of Education and Department of Education policies and procedures supporting schools in meeting goals outlined in the 2017-2020 strategic plan approved December 6, 2016.

Audit shall focus on schools not meeting stated goals and indicators, examining whether the Department consistently follows its policies and procedures and provides assistance to underperforming schools.

Auditor shall submit findings report and any proposed legislation to the legislature no later than twenty days before the regular session convening following audit completion.

Appropriates unspecified funds from general revenues for fiscal years 2021-2022 and 2022-2023 to the Office of the Auditor to conduct the required program audit.

Effective date is July 1, 2050.
