Amends Act 72, Session Laws of Hawaii 2020, to require the school facilities agency to comply with Hawaii Public Procurement Code (Chapter 103D) for all contracts and procurement activities.

Grants the school facilities agency additional powers including authority to use the department of human resources development to recruit and hire exempt employees, architects, engineers, and technical positions for capital improvement projects.

Expands the school facilities special fund to support operations, policies, and initiatives for school development, planning, and construction projects, with ability to fund executive director and agency staff salaries.

Requires the school facilities agency to consult with the Hawaii state public library system prior to approving construction or renovation projects on school lands adjacent to library facilities.

Effective date set for July 1, 2050.
