• Increases community forums required by the board of education from at least one annually per county to no less than six annually statewide, with at least one forum in each county.

• Designates community forums as "permitted interactions" under Hawaii's open meetings law (HRS § 92-2.5) rather than fully exempt meetings, requiring written public notice and compliance with meeting notice posting and filing requirements.

• Requires the board of education to include an open forum at the end of each regularly noticed board meeting to allow public oral testimony on non-agenda matters related to the board's jurisdiction.

• Mandates the board of education report to the Legislature no later than twenty days before the 2022 regular session on its efforts to amend policies to include open forums for public testimony.

• Takes effect on July 1, 2021.
