Designates solicitation of a minor for prostitution as a form of sex trafficking under section 712-1202(1)(c), making it a class A felony when a person offers or agrees to pay a fee to a minor to engage in sexual conduct.

Reduces the age threshold for "minor" in sex trafficking law from 18 years to 16 years of age.

Repeals section 712-1209.1 (solicitation of a minor for prostitution as a separate offense) and consolidates this conduct under the sex trafficking statute.

Amends habitual solicitation of prostitution law to make it a class A felony when the instant offense involves sex trafficking under the new provision.

Effective May 1, 2024; does not affect rights, duties, or proceedings that began before the effective date.
