SB480 Summary

• Establishes the Pulehunui community development authority as an autonomous body within the Hawaii community development authority to develop underutilized public lands in Pulehunui, Maui.

• Creates the Pulehunui community development district comprising four specific tax map key parcels (TMK 2-3-8-008-001, 2-3-8-008-007, 2-3-8-008-037, and 2-3-8-009-038).

• Constitutes the authority with 12 voting and ex officio members including state directors (finance, transportation, public safety), the Maui mayor and county council chair, cultural specialist, and two Maui residents selected by legislative leaders.

• Authorizes the authority to plan, design, and construct recreational, residential, educational, industrial, governmental, and commercial development within and outside the district while preserving Hawaiian archaeological and historical sites and endangered species.

• Grants the authority power to borrow money, issue bonds, accept federal grants, and obtain federal loan guarantees for development projects; requires annual comprehensive reports to the legislature.

• Effective July 1, 2021.
