Amends Act 151, Session Laws of Hawaii 2019, to require the department of agriculture to identify the top ten fruit and vegetable imports to Hawaii that may be commercially grown by local farmers, with recommendations to increase their production.

Requires submission of findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the 2023 regular session.

Maintains existing requirement for a strategic plan to double local food production and exports by 2030, with benchmarks for crop identification, land use, irrigation infrastructure, and FDA Food Safety Modernization Act compliance.

Updates the original Act's language to clarify that the department must build off previous findings to further identify the top ten agricultural import replacement opportunities.

Effective date: July 1, 2050.
