SB 500 Summary

• Establishes staggered clean ground transportation goals requiring state agencies to transition light-duty vehicle fleets to 30% renewable energy by December 31, 2025; 60% by December 31, 2030; and 100% by December 31, 2035.

• Sets statewide goal for all light-duty vehicles in Hawaii to be powered by renewable energy sources by December 31, 2045.

• Requires procurement policies for medium- and heavy-duty vehicles to prioritize electric, plug-in hybrid electric, fuel cell electric vehicles, and other alternative fuel vehicles where feasible and cost-effective.

• Directs the Department of Transportation, in collaboration with the Hawaii State Energy Office, to develop strategies for transitioning both public and private light-duty vehicles to meet clean ground transportation targets.

• Requires state and county agencies to purchase building materials that reduce carbon footprint for new road construction projects, where feasible and cost-effective.
